About Bpifrance
Bpifrance is France’s public investment bank, formed in 2012–2013 by combining OSEO, CDC Entreprises, the Fonds Stratégique d’Investissement and related regional entities, and is jointly owned by the French state (via EPIC Bpifrance) and the Caisse des Dépôts group. It operates as a policy-driven financial institution focused on companies established in France, primarily startups, SMEs and mid-caps, and does not offer retail banking services such as current accounts, cards or consumer loans. The group’s main arms are Bpifrance Financement (loans, mezzanine financing and guarantees, often in co-financing with commercial banks), Bpifrance Investissement (direct and fund-of-funds equity across venture capital, growth and buyout strategies) and Bpifrance Assurance Export (which manages state export-credit insurance and guarantees transferred from Coface; risks are borne by the French state under applicable law). Product lines include innovation support (grants and repayable advances), investment and growth loans, working-capital and receivables pre-financing, bank loan guarantees, and export insurance instruments such as supplier and buyer credit cover and bond guarantees; eligibility, pricing and maturities are program-specific and may be subject to EU state-aid rules and availability of budget envelopes. Bpifrance is supervised for its banking activities by the ACPR and for asset management by the AMF, publishes audited consolidated financial statements, raises funding on capital markets and from institutional sources (including public resources and multilateral lines), and is rated by major agencies broadly in line with the French sovereign due to its public mandate and support framework. Access is via an online portal and a regional network; applications typically require standard KYC/AML documentation, financial statements and project details, and credit analysis is conducted on commercial and policy criteria. Constraints to consider include changes to programs with policy cycles, administrative processing times, concentration on entities domiciled in France, and the absence of universal banking services; companies usually compare Bpifrance offers with commercial bank financing and private equity/VC alternatives to calibrate capital structure and cost.
Bpifrance Deposit guarantee scheme participation
Bpifrance participates in the deposit guarantee scheme of France which applies to all deposit accounts made by natural persons, legal entities and covers up to up to 100,000 EUR (or equivalent in local currency) per bank per depositor.
