About Caisse d'épargne et de prévoyance de Midi-Pyrénées
Caisse d’Epargne et de Prévoyance de Midi-Pyrénées is a regional cooperative savings bank within Groupe BPCE, serving the former Midi-Pyrénées area from its base in Toulouse. It provides standard retail and professional banking services: current accounts, domestic and cross-border SEPA payments, payment cards, overdraft facilities, and access to regulated French savings products (Livret A, LDDS, LEP) alongside housing savings plans (PEL/CEL), investment products distributed via the group, and consumer and home loans. The bank also offers solutions for professionals, SMEs, associations, and local authorities, including cash management, equipment financing, and real-estate or project lending, as well as a range of insurance and protection products under the group’s arrangements. Delivery is through a regional branch and ATM network supported by online and mobile banking with strong customer authentication in line with PSD2; appointments and remote advisory are available for more complex needs. As a cooperative, customers can become sociétaires by subscribing for cooperative shares, with local governance bodies representing members’ interests; the institution is integrated into BPCE’s risk management, funding, and IT platforms. Tariffs are published in a standard fee schedule, with packaged account bundles and à la carte pricing for services such as cards, transfers outside SEPA, cash operations, and incident fees; caps applicable to vulnerable customers follow French regulation, and check services remain available subject to the bank’s conditions. Deposits are protected by the French FGDR up to the statutory limit per depositor and per institution, and the bank operates under the supervision of the ACPR, with consolidated oversight of the group by the ECB. Account opening is subject to identity and residency checks; if an application is refused, customers may invoke the Banque de France “droit au compte” procedure. Complaints follow a two-step internal process (branch/advisor then dedicated complaints team) with the possibility to escalate to the institution’s independent mediator; contact details and processing timelines are disclosed in the bank’s complaints policy.
